    While searching on "Starshine" I found a page on the Naval Research Lab site
that said one of the missions of Starshine 3 was its use as a calibration
target for NAVSPASUR (see SeeSat-L archive
http://www.satobs.org/seesat/Jan-1996/0027.html  and 0057.html  for function
of NAVSPASUR). So it certainly seems to be a primary payload or hence "A"
designated.
