Kate, The output of my prediction programme which ignores sun illumination,
given below for Coolangatta
Shows that neither of your proposed candiadates fit the observations.
I used the last elements available for both objects.

99 57JRs orbital plane obviously doesnt fit, even if one assumes the
decay date is incorrect, AND the orbital inclination doesnt fit with the
observed direction.
89 1N'S at the time of observation must have crossed 28.9 degreesS latitude
at 177.9 degrees East, where it wouldnt have been visible at decaying satelliter
heights ( 100-110Km) from Coolongatta. Also note the OIG decay date is
next day , Aug 13. Such a date is consistent with the last element set.
This reinforces my earlier comment that it was a meteor.
Meteors are more common than satellite re-entries.
