    Since the Blok-DM rocket put the payload into GEO transfer orbit, how
    does it end up in a 15.9 degree inclination orbit with a perigee at
    7394 km while the payload is at 48.5 degree inclination and a perigee
    of 217 km?
    
    This does not look logical to me.
