Another UNID Flasher

If anyone wants to try to ID another object I cannot ID
from ALLDAT.TLE, here are the specifics:
RA: 1h 50 m. DEC: -11.2 degree (J2000)
Date/time (UT) 18 Oct 99, 01:56:42
Object flashing in binoculars. Moving very slowly to south.
Possible retrograde orbit. Mean motion unknown but perhaps
8 revs per day (crude guess).
Retrograde orbit assumption based upon increase in elevation
while moving south.
I did check using ALLDAT.TLE but I sometimes miss objects.
