Another mysterious decay ?

1999-055B (#25934) Delta 2 R/B 1

May I have missed something ?

SpaceCom reports a decay at 07 October 1999, the day of the DPS Block 2R-3
launch. The released five ELSETs have all an epoch 99280.5779.... that is around
the second stage burn.
ELSET (01) Epoch 13:52:13 UTC    174.2 x 180.0 km   MM: 16.361....
           MPM shows a decay  at  Oct 8, 00:05 UTC +/- 45 minutes

ELSET (05) Epoch 13:52:15.2 UTC  180.0 x 1142.9 km  MM: 14.697...
           MPM predicts a decay at Nov 5  +/- 02 days

ELSETs 02 - 05 shows no drag terms and exactly the same MMs.

Question: Have SpaceCom problems with the maintenance of the Space Catalogue
          or was it a controlled reentry of 1999-055B with the residual fuel ?
