Decay watch: Oct 15

I have updated my Decay watch page at 
      http://www.wingar.demon.co.uk/satevo/dkwatch/
with new decay notices for #17038, Molniya 3-30.

Having been lost for over a week, and having been prematurely decayed by
SpaceCom late on the 5th, this was reacquired late on October 15 just a
few hours before its actual decay.

I compute the following elset for its final rev, with decay close to
perigee at October 15 07:57 UTC +-20m to the S of Cape Horn:

It is just possible that it survived this perigee, in which case
SpaceCom's estimate of decay one orbit later at 09:30 +-20m is likely to
be correct.
