MOLNYA 3-30 Decayed again !

It is something wrong with SpaceComs tracking of high eccentricity objects.
At 05 October 1999 SpaceCom reported after a very short warning in its FINAL
REPORT the decay at:
5 October 1999, 23:26 UTC +/- 05 hours (54.4°S, 94.6°E)
Alan and I gave some remarks about a apparent lost of the object around Sept 27
and the pick up on Oct 5. Also the released ELSETs looked somewhat strange.
Now last night -Oct 15, 01:11 UTC - SpaceCom released a new decay prediction for
MOLNIYA 3-30 with two updates!
At 10:13 UTC they delivered the FINAL REPORT:
15 October 1999, 09:30 UTC +/- 20 minutes (61.2°S, 243.8°E)
There is no reliable MPM - prediction. I have the same problems with the released
five ELSETs as 10 days ago (99288.0097... - 99288.1502...).
SpaceComs decay time is very close to the calculated perigee : 09:32:15.6 UTC
and sounds realistic.
BTW: The is also another mysterious case: 1999-010F (#25762) SL-12 /AUX Motor,
decayed Oct 06, 1999.
Only an impression: 99273.661... MM = 4.7014; 99273.748... MM = 14.376... !
Perigees well below 90 km !
