1986-079A (#17038) MOLNIYA 3-30

As Alan mentioned in its Decay Watch SpaceCom has apparently lost the object
around Sept 27 and picked it up on Oct 5 during rapid decay. SpaceCom prepared it 
forecast on 23:20 UTC and predicted:
                      O5 October, 23:26 UTC +/- 05 hours (54.4°S, 94.6°E)
The FINAL REPORT  prepared Oct 06, 00:55 UTC delivered exactly the same 
information.
It was also difficult for MPM to estimated based on the last three ELSETs
(all with the epoch 99238.654....) a realistic decay time;
                      06 October, 00:59 UTC +/-90 minutes (59.7°S, 52.5°E)
There is something strange and I try to look deeper what was going with
Molniya 3-30 during the last 14 days.
