When derived for the original date below it was correct.  Conversion to 
a day later launch introduced an error.  Expect it about one minute
EARLY using this elset but allow several minutes leeway on each side.
Does not allow for drop time other than 00:02 UT on 23 Oct

First obs in Southern Madagascar then I expect an obs in Mexico or the
southern to western US .
