HALCA observations?

I've got the satellite listed as Muses-B (prelaunch designation) and Haruka
as its on-orbit designation.  It's catalog number is 24720 and COSPAR id is
1997 5A.  Launch occured on February 12, 1997 on an M-V launch vehicle.
