Noaa 12 flare or tumble ?

Hello,

This evening when I was starting my observations I saw a bright mag +1
object moving from UMI to UMA where it was fading.  It passed between Alpha
and Upsilon Uma at 17h30m22s UTC.  I identified it as NOAA 12/91-32A/21263.  
I wonder if it was just flaring or in a slow tumble.  I never saw a flare
with this satellite.  Is it still operational ?
