Recent TiPS elements.

I have received the following recent TiPS elements from Bernie Kelm, 
of the U.S. Navy Research Laboratory:

Disregarding the non-standard format of BStar, and missing checksums,
they agree very closely with recent observations by Russell Eberst.

The decay elements are not realistic for long-term predictions, so I 
have added values that agree with observations over the past 100 days, 
to a precision of about 1 s in time:
