In the past, I have just taken the TLE for an exisiting geo sat and =
tweaked the RAAN (I think) until it was at the longitude I wanted. If you =
want a different inclination, change it too.

I have a need for a utility/algorithm which can synthesize a TLE. I'm
only interested in the simple case of a hypothetical geosynchronous
satellite over a known lat and long. Can anyone recommend such a tool
or a method for generating a TLE? I'd like the TLE to represent the
satellite with very little deg/day drift and an inclination of just a
few degrees.
