they are easy to just type up yourself or you have can STS Orbits Plus
let you type in the numbers and it'll output a TLE w/those numbers in it,
just read up a bit or ask someone what each of the terms mean...
if you want little or no drag make the drag terms 0, if you want a
geostationary set the mean motion to 1, if you want a low inclentation
make it between 0 & 1, if you need it to be at a curtain lat & lon at a
curtain time just figure out what RAN would give you that...etc etc etc
