This raise a question that’s come up in another project I’m involved with -
has anyone developed a master catalog scheme?

Specifically, what’s the recommended approach for dealing with objects that
are not in the Space Track catalog but are tracked by someone else (ISON, a
commercial provider, etc)? Particularly if you haven’t ID’d the launch and
thus can’t assign a COSPAR number?
