Assuming Nov 3rd is just the discovery date and not the actual fall date, I 
wonder whether it are parts of the PAM-D module #34662, 2009-014B from the 
launch of NAVSTAR 63 (USA 203), which decayed 2015 Sep 28.

Within the TIP message window of 12:23 +- 120 min (and moreover close to the 
nominal value of 13:22 UT which I get using SatAna and SatEvo) there is a pass 
just over southern Spain, but: with groundtrack about 100 km south of the 
reported locations (which however are on a line paralell to the trajectory).
