    I noticed the same graphic and searched for sometime until I found the 
    reference to only US amateurs.  I doubt many countries would be too 
    pleased if a US amateur astronomer showed up and began operating a 
    sensor supporting a US military lead initiative.  That nation may have 
    other titles for such a person...
    
    I agree the whole scheme seems fundamentally flawed both 
    organizationally and technically but they sure can make a nice website...
    
    Perhaps they need an invite to Seesat-L so they can save the US taxpayer 
    some money.
