    The NOSS constellation has been undergoing some adjustments in recent months, perhaps to optimize coverage with the
    addition of the NOSS 3-5 pair (11014A / 37386, 11014B / 37391). This involves drifting certain pairs for a time, forward
    or backward along track, by manoeuvring out of the constellation's operational mean motion, which is currently near
    13.4058 rev/d. The NOSS 3-2 pair manoeuvred to a mean motion near 13.41 rev/d sometime between day 11232 and 11250, and
    was in the process of manoeuvring back to the operational mean motion when last observed optically, near the epoch of
    the above elements. Probably, they completed their manoeuvres soon after day 11309, which would account for their late
    arrival.
    
    I have adjusted the above to approximate the time of closest approach on your Doppler curve:

    These should be adequate to facilitate reacquiring them optically, but if you have other curves for this pair, I will
    consider making further adjustments.
