Sustained flare from geo

    Hello SeeSat,
       At UT 0916 I observed a prolonged flare from a stationary object. The
    flare lasted longer than 30 seconds, was approximately -2 and was
    observed in the west between Altair and Sagittarius. It corresponded
    very roughly with position of Raduga 1-4, 1999-010A, but there are other
    possible candidates (the proximity of the half-Moon makes identification
    of background stars uncertain). I attempted to refer to Mike mcCants
    PPAS page but was referred to Iodatacentre, whatever that is.
        Does Raduga 1-4 have that kind of history? Have I got the
    identification wrong?
