    Ted's paper on B*/ndot2 does not include how C2 is computed, but
    if you follow his description on computing ndot2 from elsets, 
    you can have Vec2TLE compute B*.
    Load the program and elset, press Alt-D, insert ndot2 (if not already there)
    and set B* = -1. Press Enter.
    Set Ignition YYYYYDDD.ddd equal to "20"Epoch and press Enter, and you will get an elset 
    with B*
    
    .00280033  gives 31411-3, vs.  31432-3 from ELOBSENT
