    Analytical Graphics Inc, who make satellite toolkit, have an archive of tle's. They generate a tle
    file each day, but last time I remember there's only one tle per object. Doesn't sound like this
    is what your looking for.

    You must get an account with them to gain access, it free of charge. I have the basic edition of
    STK, it's nice.
