Note that elsets 12 and 13 differ by one year and 2 days:

    1 00026U 59110.54119999 .00134840 00000-0 0 126
    2 00026 78.9399 21.0000 0941599 242.4019 122.2050 14.04686877 9009

    1 00026U 60122.63223000 .00198398 139
    2 00026 78.9399 5.6559 0923200 210.5099 152.0343 14.08972802 10704

But if I change the year on the first elset to 1960, they "match up"
reasonably well. So I think that all of the 1959 elsets should be 1960.
