Note: The final elset has this running 13 sec late against my final
SatEvo prediction. I think decay was most likely near the southbound
equator crossing on the orbit following that given by the final elset.
This puts it just to the W of Quito, Ecuador, after a southbound pass
from Montreal at 06:36 UTC, to Philadelphia at 06:38 and Jamaica at
06:43.
