    Just some wild speculation , given the TLEs for the docked shuttle and
    the ASTRA 1K,

    perhaps if they raised the orbit enough to lower drag, and then waited
    for differential precession to align the orbit planes, perhaps with a few
    orbit raising manouvres to cancel atmospheric drag, they could then
    raise the orbit enough to rendevous with the ISS. Then a future shuttle
    mission to shutlle could return astra 1k to earth and the insurers would have a satellite to sell. If this is used I expect a .1 percent of value fee -)(
