2002-031C (#27452) BREEZE-KM  (Rokot Upper Stage)

SCC don't release any fresh prediction.Their last message was
03 DAYS BEFORE DECAY. We have seen a similiar behaviour with
preceding decayer the R/B 2(PAM-D) - 2001-020C. I hope this 
don't reflect a policy change...

MPM+ REENTRY delivers with the ELSETs 02320.299... and
02320.421... (SFX 185, ap 012) the decay on
16 November, 14:26 UTC +/- 22 minutes (18.88°S, 101.66°E)
ascending over the Indian Ocean.
