I observed Starshine going over high in the early morning sky during the
twilight a couple of days go. It was as faint as I expected but it did not
flash at all, or at least as far as I could tell. I observed it with 7x35
binocs. Isn't it supposed to flash no matter what its orientation?

Please advise.
