    The following updated elements are based on observations by Tony Beresford and
    Greg Roberts from 2000 Nov 18 - 22:

    Mean residuals are about 0.01 deg.
    
    As I reported yesterday, both USA 116 and USA 129 may make major re-boost
    manoeuvres as soon as today:

    If the manoeuvres do not occur during the next day or two, then they are likely
    to occur within +/- 24 h of the time that USA 116's argument of perigee next
    reaches the equator, on 2000 Dec 03 at about 13:00 UTC.
