USA 116 (95066A / 23728) recovered

    Tony Beresford and Greg Roberts have recovered USA 116.
    
    Tony has already posted his four suspected USA 116 points, observed during
    16-18 Nov.
    
    I am not yet certain that Tony's points of 16 and 17 Nov were of USA 116, but I
    am quite confident of those of 18 Nov.
    
    Meanwhile, Greg Roberts has sent me two points that he observed on 19 Nov UTC
    (I will leave it to Greg to post them here), that are consistent with Tony's 18
    Nov UTC points. I have fit the following approximate orbit:
    
    1 23728U 95066A   00323.69293403  .00017502  00000-0  39961-3 0    01
    2 23728  97.8950  72.5347 0425000  48.4505 272.3920 14.83009058    00
    
    Mean residuals are 0.05 deg.
    
    The epoch and mean anomaly correspond to Tony's 2nd point of 18 Nov, but the
    orbit analysis included all four of Tony's and Greg's points during 18-19 Nov.
    
    Tony's points of 16 and 17 Nov do not fit this orbit. Other analysts have
    raised the possibility that a small manoeuvre occurred between 17 and 18 Nov. I
    have yet to investigate that possibility myself.
