    The following positions in IOD format, are of observations
    made during searches for USA 116 95-66A . I dont know whether it
    is that object or some other. It doesnt show up as a likely match using
    FINDSAT and alldat.tle  according to Ted Molczan. I have used USA 116's
    Int ID and catalog number as a convenient filler. Comments by other
    orbital analysts would be appreciated.
