The World Data Center for Satellite Information posted Spacewarn bulletin 13133 yesterday identifying this as TMA-1, too. I agree that it is Soyuz TM-31 and that is how it has been appearing in my select.tle list, with elset updated hourly. SpaceCom was slow with elsets for the rocket and slow with the corresponding decay notice. Its latest prediction is for decay at Nov 1 15:07 UTC, southbound near 33.6 N, 42.4 E (over the Black Sea). My preliminary SatEvo analysis is in reasonable agreement, though suggests that re-entry might come further along, closer to the end of the same rev. The uncertainty could be as much as 4 hours either way, though.
