In recent weeks under good conditions I have not seen milstar 3 99 23A. The range is extreme at 5000Km, but I have seen it at that range before under similar lighting conditions. Any body else seen it lately? Could it have undergone a manouver? I was under the impression its fuel had been deliberaTELY exhasted.
