USA 86 post-manoeuvre, Lacrosse 2, 92086C, USA 102 and USA 144 elements

Pierre Neirinck produced these elements, using observations by himself, David
Brierley, Russell Eberst, Jim Nix and Peter Wakelin, from 31 October - 20
November UTC:
It should be noted that USA 86 had been reported missing by Russell Eberst and
Peter Wakelin (observing independently) after it failed to appear on 6 Nov, at
18:48 UTC. It has been determined that the object manoeuvred on 4 Nov 99,
decreasing its apogee by about 50 km, and increasing its inclination slightly.
Pierre is the first to report having observed it post-manoeuvre, and has
produced these elements:
