Decay watch: Nov 11

I continue to derive an earlier decay time for #24291, Microsat, than do
SpaceCom or Harro. I have it decaying at Nov 12 18:30 UTC +-7h near
12.3deg S, 54.9 deg W, while over Brazil on the northbound approach to
an equator crossing. If it continues in orbit it crosses the UK from N
Ireland (18:49 UTC) to Edinburgh (18:50) and onwards to Oslo, Norway,
(18:52) and N of Stockholm, Sweden, at 18:53. There are later passes
over Europe on the following orbits, closer to SpaceCom's decay time of
Nov 12 23:53 UTC +-1d.
