New mikem elset is
DMSP B5D2-8
1 23533U 95015A 99312.94808812 .00000310 00000-0 16598-3 0 09
2 23533 98.8606 317.1412 0008448 140.7633 219.2365 14.13131821 05

I find with new elset on Nov.4 a pass at 23:46:53 UT, RA 17:16, dec +57,
                      not quite your IOD 23:58:50 17:16 +37.

But indeed this elset is 1:45 later than your old one, and on Nov.3
the predicted position at 23:58:48 is at your coordinates, midway between
pi Her and HP 084606
