I have not saved Ir elsets more (actually less) than other satellites.
The only close one I have is:

The negative Bstar value in your 99302 elset may indicate that the reboost
had already started, and continued 99308, 99310. This is also supported by
the reduction in MM from 99299.
I ran Rob Matson's COLA from the 99302 elset against the rest of your sets.
It indicated minimum distances of 0.1 to 0.2 km around 99302, and 0.0 to 0.1
at progressively earlier dates for the older elsets:
99302.2 99305.9
99302.6 99305.4
99302.5 99305.1
99302.2 99304.5
99301.6 99303.9
This seems to support the notion of a very slow maneuvre, but the change is
so small that the 99302 and newer elsets differ by only 3.6 to 6 km on
Nov.8.
