There appears to be a pass visible in the NE USA about that time.

Using your final 2 elsets there will be a pass at about 6:09 AM EDT
(11:09 UTC) on November 28th between 25-30 degrees above the horizon
in the south.   I'm in Maryland so most of the NE USA may have an
opportunity to see the decay if it occurs at that time.
