I have received an orbit from Rainer Kracht:

USA 116 RK                                       1020 x 260

2 23728  97.9454  16.0070 0541515 200.4988 157.1479 14.76583443    07

which indicates a perigee kick around 20:15 UT on Sep.11, or a few
orbits later, of -0.012 in MM. B*/ndot2 seem to be a short-term
maximum, so I have used a normal value for extrapolation:

This would put it 4h 17 after USA 129, and slowly closing.
