Hi Eric,
I've got a hardcopy of Spacetrack Report No. 6, but that's it -- no soft
copy. And I know of only one other person who has a hardcopy. Others
have tried (through NTIS, I believe), but I don't know of anyone who has
been successful.
You probably already have this information, but if not, inside the title page
the report says the following:
Requests for additional copies by agencies of the Department of
Defense, their contractors, and other government agencies should

They may have stopped publishing this version because its primary
purpose appears to have been as a vehicle for the release of the
HANDE model. This model was scheduled to be implemented at
Cheyenne Mountain in 1990, but as far as I know, they never made
the switch from SGP4/SDP4 (also known as MSGP4, the "M" standing
for "merged"). --Rob
