Lacrosse 3 observation and elements

I believe that I spotted Lacrosse 3 in its operational orbit
this morning.  I have derived the following "guess" for the
current elements:

Lacrosse 3    
1 25017U 97064A   97311.48503846  .00000010  00000-0  17080-5 0    05
2 25017  57.0000 101.8083 0001000 190.3794 169.6206 14.68600000    09

Of course the mean motion is very uncertain.  I just used the
same value as Lacrosse 2.

I observed what I believe was Lacrosse 3 as a 2nd magnitude object
about 65 degrees up in my northwest about 11:49UT Nov. 8.
(Lat 30.33, Long 97.76W)

It flared to about 0 magnitude for about 5 seconds high in the
north about 11:50 and faded in the northeast about 11:51.
