Assume 01:34:26 UT launch on 9 Nov 97.   I have provided two mean motion
elsets due to the different parking orbits I have seen.   At about 11 hours
after launch, I get a 9 minute and 12 degree (elevation) difference
between these two elsets.  One can plot both and get reasonable look angles
and times.  Hopefully by that time, elsets will be available.  Alan's
SatEvo page typically will have the most current unless you go into the
OIG site.

Due to the differences in inclination and mean motion,  a little searching
is in order.  I was able to get close on one launch but on others have been
dismally incorrect.
