How west is west? ;-)

Sitting on the prairies in central Canada (Winnipeg, MB; 97.27W 49.85N ) I have been trying to catch Oscar13
for the past couple of weeks. But have been plagued by incredibly bad weather (last week worst single day
snowfall since 1966). According to the latest elset (96327.39782732...see below) and TrakStar, I have a shot
at an early morning low northern pass (alt. 22 degrees) on Nov.23/96 12:14UT.

I think I'll need luck with this one even if it does clear. Low altitude and probably poor phase illumination
because its heading towards the rising sun in the NE. As well I wonder just how reliable are the elsets? The
prediction has already shifted 15 minutes and a dozen or so degrees from the 96323.19301250 elset. Wish me
luck!
