Will Oscar 13 glow at perigee?

Oscar 13's perigee is around 65 nm.  Recently, someone
reported a satellite glowing at perigee (while in shadow).

Perhaps folks should watch Oscar 13 for similar glowing.

Passes in Colorado (USA) are poor until mid-November, 
assuming it lasts that long.
