This must be the impact zone for the Soyuz-2's third stage, meaning it is suborbital and the payload will be delivered to orbit by the Fregat upper stage.
This would become the first Soyuz-2/Fregat combination to fly to this particular type of orbit from Plesetsk.
A possible payload is a trio of small optical reconnaissance satellites named Razbeg (military index 14F169). These are built by the VNIIEM Corporation in Moscow
and may be similar in design to Khayyam, the remote sensing satellite that VNIIEM built for Iran and which was launched by a Soyuz-2.1b/Fregat from Baikonur in August 2022.
