USA 276 (NROL-76) shows brightness variation

hi all,

During the second of two passes of USA 276 (2017-022A) last night, I visually
seemed to note some brightness variation, notably after culmination.

Analysis of my photographic imagery seems to confirm this.

I only could detect it during the second pass, so might be strongly phase angle
dependant.
