RE: NROL-76 elements from observations

The following elements are derived from observations by Leo Barhorst, Kevin Fetter, Sergey Guryanov, Marco Langbroek,
Scott Tilley, Brad Young, and Mike Waterman:

The decay term is of doubtful accuracy, due to the shortness of the arc.

In my previous post to this thread, I speculated on the possibility that the orbit may be frozen, and the implications.
Propagating the above elements with GMAT 2015a, using a gravity model of degree and order 41, reveals that the orbit is
not frozen.
