OTV 4 orbital elements

The following elements are based on observations by José Luis Ruiz Gomez and Alberto Rango.

OTV 4 raised its orbit about 36 km. It was also briefly at about its present altitude late last fall. OTV 3 was at a similar altitude twice during its flight.
