OTV-4 found

Hello all;

Our José Luis Ruiz found this morning OTV-4 running 44 minutes early. He
nicely passed me the photos to create some IODs:

Here three observations:

Time uncertainty of the observations is 1 minute.

Using them I've derived the following orbit:

The photographs are very noisy, so it's difficult to see when the trail
starts and ends. This derives in very large errors in Mean Motion.
I suggest to start making an scan several minutes before this search TLE
(at least 15 minutes early) as latest Mike's elset is pretty similar in
Mean Motion, that indicates the mean motion of the search elset is too high
because the difference in mean anomaly:
