I  seem not to see a cause.

So I attempted to get a orbit, which shows it at the right location and time

Just for info, do not atttempt to use, to find it again, it could be totally wrong.

I made up the following obs, using Ron's supplied data

99999 99 999A   1111 G 20150514031635000 18 25 1449000 121900 00 S
99999 99 999A   1111 G 20150514031723000 18 25 1533000 272100 00 S

I used a fake site Id number.

May they moved something. A recent unid of mine, in geo orbit, turned out to be a geo sat, they were retired from service.
