This may well be Milstar 4 [26715/01009A]. This object is out of range
for the regular observers, hence the orbital elements by Mike McCants
are old. In fact Mike's elements are generated from the yearly ESA
publication (Classification of Geosynchronous Objects), in this case
from 2014.
