    This doesn't seem off topic or maybe I don't understand the question.
    
    Every PPAS report (or other observeation) posted to seesat-l is supposed to 
    include a link to a description of the file format.  Here's a good 
    description of PPAS:

    Is that what you needed?
    
    PPAS is observations of flashing/blinking/flaring satellites (not for 
    positional observations).  There are other formats for positional 
    observations and still more formats for orbital elements.
